
ADQ and AIH’s new MoU aims to deepen UAE-Azerbaijan investment cooperation in agriculture, tech, energy & financial services.
ADQ, the UAE’s sovereign investor, has signed a Memorandum of Understanding (MoU) with Azerbaijan Investment Holding (AIH) to explore collaborative opportunities designed to accelerate shared economic growth. This partnership builds on a platform launched in December 2023, where both entities committed equal capital toward projects in agriculture, technology, pharmaceuticals, and energy infrastructure across Azerbaijan, the UAE, and Central Asia.
Under the new agreement, ADQ and AIH will focus more deeply on the financial services sector, aiming to enhance market connectivity, strengthen investment ecosystems, and foster sustainable growth. For ADQ, this move reflects its strategy of deploying patient capital and expertise toward sectors that can build long-term value. For AIH, this partnership offers access to new capital, know-how, and regional linkages that can aid Azerbaijan’s broader ambitions of economic modernisation.
The MoU underscores a shared objective: diversifying their respective economies and expanding industrial capabilities. ADQ’s CEO emphasized that aligning with institutions like AIH helps in deploying investment that not only generates financial returns but also supports broader priority sectors and regional competitiveness. Meanwhile, AIH’s leadership views the collaboration as a key step in bringing more diversified growth to Azerbaijan, enhancing efficiency, good governance, and leveraging investments for transformational economic impact.
Trade and investment ties between the UAE and Azerbaijan already reflect strong momentum: non-oil trade between the two rose ~43% year-on-year to about US$2.4 billion in 2024. UAE’s investments in Azerbaijan have crossed the US$1 billion mark, reinforcing a bilateral relationship that stretches back over three decades.
As global competition for critical infrastructure and technology investment intensifies, partnerships like this are putting regional players on the map. They show how sovereign investors are not just chasing returns, but also shaping industrial policy, sustainability, and connectivity.
